Why did Japan make gambling illegal, when they gamble more then most countries?

The fact that there are so many gambling addicts there is precisly why.

I think you just answered your own question. If gambling is a bigger problem in Japan than it is in other countries, the government has increased impetus to do something about it. And make no mistake, gambling is a problem. It’s more detrimental to the fabric of society than crime and drug use combined…
