   Regulation of gambling in the US is a State issue, each individual State has it’s own gaming board.

   The states do.
   Each state where gambling is permitted has a State Gaming Commision. The exact name may vary from state to state.

   Organized “Families”. IF you have gambling in certain areas, and the people try to get it else where, the politicians are always paid to say no so that there is very little compitition to the all ready existing casinos. When “they” want the market to expand it always does.
