July is way more expensive as load factors are at their highest for all airlines. In August, it's pretty bad still as kids start flying back to college and whatnot. I would agree that you need to start looking now as right now airlines are offering their sale fares for that time period. You may be able to scoop up a really good deal. Look for flights with connections as they are usually cheaper than non-stop. Also check jetblue and southwest. Southwest from Baltimore and Jetlbue from Dulles.
